GMCC Migration plan on OMC-B
Introduction
GMCC (Guangdong MCC) is one of the most important customers of Siemens and to acquiure a good knowledge of the requirements of our customers is one of our main tasks before making the promotion for our products.
However, facing the strong competition from other competitors in China nowadays, we find it’s a very tough task to make the promotion for the GMCC project. We must pay more attention and dedicate more time during the promotion of the project.
Since almost all of the projects launched before Oct. '02 are regarded as "risk projects", we should have to run the risks - migration from OBR5.5 to RC6.0. Because the on-site Radio Commander sometimes is crashed without any reason, we should pay more attention to the instability of the radio commander. To avoid the instability of RC as possible as we can, we should offer the Radio Commander for GMCC with no additional Sales Feature. Based on the following sales strategy of Radio Commander 6.0, the managed number of NE for each Radio Commander should also be as few as possible.
• Reduce the managed number of NE and TRX
• Reduce the number of Sales Feature
• Delay the projects that are not so urgent as possible as we can
The Current status in GMCC
There should have been 8 Siemens OMC-B systems in Guangdong, but one OMC area was removed due to the strong market competition. So apart from one OMC-B system (Dongguan) spare in warehouse, there are total 7 OMC-B in GMCC with a National OMC-B running in the life network currently. GMCC is a special Siemens project in China in this aspect – Many OMCs with one National OMC as centralized O&M system.
The following table clearly shows that total 7 OMC-B systems are managing only 19 BSC and 2244 TRX. The number of managed BSC per OMC-B is less than 4 BSC. So the OMC network resource is very rich, additional OMC-B is definitely not required if we expand the BSS network for GMCC in the next phase.
Furthermore, there are total 7 SPOTS (v804) systems in GMCC, which are being used for the performance and traffic analysis in Zhongshan, Jiangmen, Huizhou, Nahai, Panyu, Shunde and Zhuhai. The SPOTS system gives customer a flexible reporting engine with predefined or user-defined views. But the SPOTS system in Dongguan is spare.
Solution A: Upgrade all the local OMC-B to RC6.0
Considering the instability of Radio Commander and customer requirements to protect the existing infrastructure and legacy applications, we will upgrade all the OMC-B systems in customer side to the Radio Commander 6.0. Thus maximum number of managed BSC for each OMP is only about 5 BSC after the network expansion. The instability caused by RC capacity can be surely avoided in this case. However, due to imperfect RC6 quality in early time, we will still run the risks of the instability.
The national OMC-B running in Guangzhou (the HQ of GMCC) as centralized O&M, will not be supported by Radio Commander 6 any more. Moreover the OMT National, which should have been released in the RC6, was also cancelled. So we can’t help customer to upgrade the National OMC. To resolve this problem, we shall provide the 7 Remote OMT systems in Guangzhou machine room for centralized O&M, but it will bring some inconvenience to OAM. We hope that after the OMT National feature is available in the RC next release, we can choose one OMT to upgrade to OMT/N.
As the current SPOTS system in GMCC don’t support BR6, we shall upgrade the 7 SPOTS systems to the v10 for customers accordingly. Moreover, the current SPOTS HW will also be upgraded to SUN Blade 1000 to support SPOTS v10.
Adopting this solution, the former investment on OMC-B and SPOTS system can be well protected, and bring costing-cut to the further investment. Furthermore, a great scale of OMC-B system (with high quality perhaps) can build a foundation for Siemens network expansion in GMCC.
Solution B: Only upgrade the National OMC-B in Guangzhou
In order to guarantee the centralized O&M in Guangzhou according to the customer’s requirement and reduce the investment in the whole project in this phase, we shall remove all the regional OMC-B in Zhongshan, Jiangmen, Huizhou, Nahai, Panyu, Shunde and Zhuhai, and upgrade only the Guangzhou OMC-B (National OMC) to the Radio Commander. Then all the BSC from other regions in Guangdong province will be cut over to this Radio Commander after upgrading. The load of the Radio Commander at that time will be about 23 HC-BSCs. No additional Sprite E1 card is required in the OMP since the quantity of BSC is less than 30. However, the instability of Radio Commander should be concerned due to the early use of RC.
Adopting this solution, the centralized O&M function is fulfilled. The Radio Commander in Guangzhou can manage all the BSS NEs in the whole province. And for each regional O&M center, we just need to establish a remote OMT to handle the region owned NEs.
Only one SPOTS system needs to be upgraded so as to support the new Radio Commander in Guangzhou. But how to deal with the remaining SPOTS system? Throw them into the garbage? It will be a problem in the future. The same problem also exists in the disposal of OMC-B.
In this case, the cost of BR6 upgrading is minimized since only one OMC-B and one SPOT are planned to be upgrade in GMCC. But the stability of RC will go down as the load of Radio Commander increases.
Issues and Conclusion
SPOTS
SPOTS upgrading is really a problem as OTS PM+ is shifted back to SPOTS. Current status is that OTS with TM+, CM+ and FM+ is planned to be ready 06/02. PM+ will not be ready at this time due to disagreements between development Protugal and Germany. Therefore, our approach to offer SPOTS for GMCC is the best way to go.
But as SPOTS V10 with BR6/RC6 module is scheduled for E06/2002, the order of SPOTS 10 for GMCC is also a risk order. Considering the usual delay and delivery period, the date of SPOTS availability in GMCC will be about August perhaps. If the whole RC rollout in GMCC is in the June or July, will it be accepted by the customers?
Instability
The instability of RC is still a problem. We can’t get a very stable RC during the early stages of the project. We are still afraid whether RC with B500+ quality can handle about 23 HCBSCs smoothly. And many potential bugs or problems inside RC will also lead to crash.
Due to the instability of Radio Commander, some sales features lost the approved status officially in FMT, such as the OMT/N. So the National OMC or OMT will not be supported in GMCC before the release of RC7.0.
Delivery date
We should clearly know the delivery period would cost us 1 or 2 months after sending the PO. And we should also be aware that perhaps we can’t ensure the delivery date with solution A, since so many OMC-B have never been included in the RC sales forecast before. The supply of 7 OMC-B from SAG in time is a risk.
Centralized O&M
The function of Centralized O&M should be achieved after upgrades of BR6. But Siemens can’t provide a best solution for the customer in RC6 in case the customer chooses solution A. Refer to http://www.steelbee.net/baogao/c578
Balancing above mentioned advantages and disadvantages, so far we recommend adopting solution A as the instability of RC is the focus problem in the early projects. Hereby, let us just wait to see the future status of Radio Commander in the 2 pilot projects, Shanghai Unicom and Anhui MCC, and adjust the strategy of RC promotion in GMCC promptly.
